New Zealand Shipping Federation submission on a complain regarding SR 2008/319 Marine Safety Charges Amendment Regulations 2008.
- The Federation shares the concerns expressed in the submission by Paul Wilson.
- The Federation does not believe the response by the Ministry of Transport adequately addresses the concerns raised.
- We are especially concerned that the response from the Ministry of Transport indicates that they believe that they have a power to raise taxes outside the normal taxation processes. We are also concerned that the approach taken by the Ministry of Transport means that Maritime NZ is not subject to the usual Parliamentary scrutiny of its expenditure to the extent that this is being funded by levies.
- Given that these regulations have now been the subject of two complaints and that the complaints are similar even though a considerable period of time has elapsed between them, we believe the matters raised should be referred to the Auditor-General for her consideration.
